Most descriptions of Horsetail Reed say "agressive spreader" and "best grown in containers" and now you know why. I always heard "indefinate spread" which means can pop up ANYWHERE.
The 1st attack is to cut and pull it. Next, the rhizomes can be dug up (be aware it can also re-establish from spores). If you try a contact herbicide (chemical) make sure to follow label instructions. There has been luck with systemic herbicides but be very careful not to get it on any desirable plants. Good Luck!
By the way: The clumps with the groomed, architectural horsetail reed, near Uptown, are often planted in troughs or surrounded by concrete. (it will still pop up in sidewalk cracks....)
